Org. Setting and Reporting This position is located in the Secretariat of the Advisory Committee on Administrative and Budgetary Questions (ACABQ). The ACABQ is a subsidiary organ of the General Assembly established pursuant to resolution 14 (I) and serves in an expert advisory capacity.
The Secretariat of the ACABQ supports the Committee in its examination of the programme budget of the United Nations, financial and administrative matters, peacekeeping budgets and other issues referred to it by the General Assembly. The Administrative Officer will report to the Deputy Executive Secretary. Responsibilities Under the direct supervision of the Executive Secretary, within limits of delegated authority, the Administrative Management Officer will be responsible for the following: Analysis and research: • Reviews reports of the Secretary-General and other relevant documents to analyse and evaluate the management, budgetary and administrative aspects of information and proposals pertaining to activities under the United Nations regular budget, extrabudgetary activities, peacekeeping operations and the United Nations funds and programmes; • Reviews and analyses statements of programme budget implications of draft resolutions, budgetary and administrative aspects of assigned programmes/projects and decisions of the legislative organs of the General Assembly; • Prepares briefing notes and notes for the Committee's executive sessions for the Chair and Vice-Chair; • Identifies problems and issues to be addressed, proposes conclusions and provides technical advise as necessary.
Drafting of reports: • Attends meetings of the ACABQ and drafts reports of the Committee, setting forth the Committee's observations, conclusions and recommendations on a wide range of managerial, administrative and budgetary issues; • Liaises with relevant parties and maintains effective collaboration with key officials inside and outside the organization and with the UN Funds and Programmes; • Prepares statements for the Chairman's introduction of the ACABQ reports to the Fifth Committee of the UN General Assembly.
• Liaises with DGACM editors in the finalization and publication of the ACABQ reports.
Other duties: • Organizes and prepares written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications, etc.; • Coordinates policy analysis, including the review and analysis of issues and trends, preparation of evaluations or other research activities; • Makes presentations and briefings on assigned topics/activities; • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (on programme budget, policy proposals etc.); • Provides substantive backstopping to consultative and other meetings, including preparation of documents and presentations to senior officials and members of intergovernmental and expert bodies; • Participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.; • Provides inputs to office management and continuous improvement initiatives.
