1. Organizational Context
a. Organizational Setting
The position is located in the Creative Economy Data Program, Office of the Deputy Director General, Copyright and Creative Industries Sector. The Program supports the development and implementation of measurement tools to assist Member States in designing data-driven creative economy policies through the application of the Creative Economy Data Model (CEDM), capacity-building and technical statistical support.
b. Purpose Statement
The incumbent contributes to the development and implementation of the Creative Economy Data Model (CEDM) across Member States. This includes conceptual inputs, data analysis, designing and monitoring projects, developing content and delivering capacity-building activities.
c. Reporting Lines
The incumbent works under the supervision of the Creative Economy Data Program Director.
2. Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Oversee implementation of the Creative Economy Data Model (CEDM) in Member States, providing conceptual input based on lessons learned while balancing legal, economic, and policy components.
b. Propose and develop practical tools, measurement frameworks and guides to facilitate consistent CEDM application and to inform evidence-based policy making.
c. Conduct analytical studies on the creative economy in Member States and contribute to the preparation of policy reports and related outputs.
d. Review and validate data inputs from Member states, ensuring accuracy and the effective integration of Intellectual Property dimensions.
e. Coordinate and review the work of consultants and external experts, reviewing deliverables and ensuring technical accuracy.
f. Maintain effective working relations with national institutions and private data stakeholders to promote CEDM adoption.
g. Represent the Program at technical meetings and conferences, prepare technical documentation and presentations, and undertake missions to support CEDM implementation and promote WIPO's creative economy initiatives.
h. Perform other related duties as required.
