a. Organizational Setting
The post is located in the Evaluation Section of the Internal Oversight Division (IOD). IOD serves as an independent and objective reviewer of WIPO operations and activities based on risk and relevance to WIPO management and constituencies, with a view to promoting the economy, efficiency, effectiveness, and impact of the Secretariat’s work.
IOD reports functionally to the Independent Advisory and Oversight Committee (IAOC) and administratively to the Director General.
The office is independent of the organization's operational, management, and decision-making functions and is impartial, objective, and free from undue influence.
b. Purpose Statement
As Head of the Evaluation Section, the incumbent manages IOD's evaluation activities as defined in WIPO’s Internal Oversight Charter and IOD’s Evaluation Policy.
The Head of the Section leads, directs, and coordinates IOD's evaluation activities, ensuring they meet the United Nations Evaluation Group (UNEG) standards.
The Head also determines evaluation concepts, frameworks, and methodologies and organizes and monitors their implementation per agreed-upon policy. S/he contributes to the management of the Internal Oversight Division by providing substantive input into the planning, budgeting, and reporting on the WIPO Evaluation Section and participates in UNEG’s annual work plan and inter-agency cooperation as part of UNEG working groups to strengthen evaluation practice within the UN.
c. Reporting Lines
The incumbent works under the supervision of the Director, IOD, in accordance with the provisions of WIPO’s Internal Oversight Charter and IOD’s Evaluation Policy, in cooperation and coordination with the Organization's Program Managers as appropriate.
The Head collaborates closely with other IOD colleagues to achieve the mandate of the Evaluation Section and that of IOD.
The Head supervises the staff under her/his supervision (a) in work that is integral to results achieved by the Division; (b) in creating an enabling environment that is catalytic to achieving results; (c) in building strategic collaborations and (d) in achieving results which are cross-program and inter-service oriented.
