1. BACKGROUND AND SHORT DESCRIPTION OF THE VACANT POSITION The Implementation and Capacity Development Directorate (ICD) will be comprised of two Sub-Directorates: Implementation Support (IS) and Capacity Delivery (CD), each managed by a Deputy Director. Implementation of WCO instruments, tools and standards would be a fundamental part of the ICD’s work, directly responding to the policy developed by the Policy and Standards Directorate.
2. MAIN ACCOUNTABILITIES Under the supervision and leadership of the Secretary General, the Director of Implementation and Capacity Development will focus on the following key activities:
• Overseeing all activities of the Implementation and Capacity Development Directorate;
• Assuming direct responsibility and accountability for the timely completion of the Strategic Plan programmes falling with the area of the Directorate within budgetary allocations;
• Ensuring that capacity building programs and the use of donations are in line with WCO’s strategic goals and Members’ needs;
• Supervising the implementation of the Organization’s directives in the Directorate and the execution of the work decided upon;
• Acting as a strong link between the teams developing policies and standards and the teams supporting Member administrations with implementation of these policies and standards;
• Assessing the needs of Members as a solid foundation for all WCO capacity development, to determine appropriate training material based on those assessments;
• Ensuring proper performance measurement and quality assurance of the assistance delivered to Members;
• Comprehensively managing the lifecycle of assistance from initial information gathering and diagnostics through the delivery of responsive activities and their follow-up;
• Recommending programs and approaches on the basis of diagnostic and performance information to ensure the WCO remains responsive to Members’ needs;
• Overseeing the management and coordination of joint enforcement operations;
• Supervising and directing work on a variety of training activities, including the Fellowship Programmes, development of training modules, production of elearning content, delivery of blended learning, and publication of various training materials, manuals and catalogues;
• Coordinating the development and implementation of the experts’ management and deployment policy and related training materials, and working closely within the Secretariat in the maintenance of the experts’ database;
• Collaborating with the regional structures of the WCO (Regional Offices for Capacity Building, Regional Intelligence Liaison Offices, Regional Training Centres, Regional Dog Training Centres and Regional Customs Laboratories);
• Maintaining and updating information on Customs developments received from the Members, other international organizations and the private sector and using this information to inform WCO approaches to implementation support to its Members;
• Ensuring appropriate input for the monthly Management Committee meetings;
• Representing the WCO at high level fora or in meetings with Members, relevant partners and stakeholders;
• Assuming responsibility for the performance management and development of the staff in the Directorate; Implementation Support will be tasked with overseeing the full capacity building lifecycle, from needs assessment to performance measurement and quality assurance. Capacity Delivery will be focused on the implementation of WCO standards through specific (often donor-funded) projects.
• Advising and assisting the Chairpersons of WCO working bodies under the Directorate’s purview in the accomplishments of their tasks, in particular, drawing up agendas and drafting reports.
